      <description>&lt;p&gt;Council supports the growth of the city and shares the State Government&amp;rsquo;s objectives of more development, increased residential population and taller, well designed buildings that complement the city's unique character and heritage.&lt;/p&gt;
&lt;p&gt;The proposed Minister&amp;rsquo;s Capital City Development Plan Amendment and the Design Review Process will allow Council and State Government to work together to eliminate piecemeal and ad-hoc development. It will enable us to take it street by street and precinct by precinct to create a better designed, more vibrant Adelaide.&lt;/p&gt;
&lt;p&gt;Council is particularly impressed with the pre-lodgement Design Review Process. Having a City Design Review Panel will lock in design guidelines at the very beginning of planning. That, in turn, will speed up development, reduce costs, attract greater investment and lead to exciting and innovative architecture.&amp;nbsp;&lt;/p&gt;

      <description>&lt;p&gt;Six submissions were received with five of these supportive of Council issuing a lease to the State Government for the Road Safety Centre in Bonython Park. &lt;br /&gt;The SAPOL Road Saftey Centre lease has been finalised and signed off as per the conditions that were consulted on. &lt;br /&gt;Construction of the Road Safety Centre bicycle track will commence after Easter, with use of the facility anticipated to commence in Term 3 this year.&lt;/p&gt;</description>

      <description>&lt;p&gt;Between 31 October and 12 December 2011 a community consultation process was undertaken for the Draft Plan. Members of the public were invited to attend open days to learn more about the Draft Plan, and were also invited to provide their feedback.&lt;/p&gt;
&lt;p&gt;The feedback collected during the consultation process will be collated into a Consultation Report. The Consultation Report will be used to determine any changes to the Draft Plan before it is submitted to each catchment Council, and then the Stormwater Management Authority for approval.&lt;/p&gt;
&lt;p&gt;The steps involved in this process are as follows:&lt;/p&gt;
&lt;p&gt;31 October &amp;ndash; 12 December 2011&lt;br /&gt;Information provided about the Draft Plan and feedback collected.&lt;/p&gt;
&lt;p&gt;December 2011 &amp;ndash; January 2012&lt;br /&gt;All feedback collected is collated and summarised into a Consultation Report.&lt;/p&gt;
&lt;p&gt;February &amp;ndash; March 2012&lt;br /&gt;Findings of the Consultation Report are reviewed from a technical and feasibility perspective by the project team. Recommended changes to the Draft Plan as a result of review of the consultation findings are agreed and documented.&lt;/p&gt;
&lt;p&gt;March 2012&lt;br /&gt;Elected Members of Adelaide, Burnside, Mitcham, Unley and West Torrens Councils review the Consultation Report and the recommended changes to the Draft Plan.&lt;/p&gt;
&lt;p&gt;April 2012&lt;br /&gt;Elected Members of Adelaide, Burnside, Mitcham, Unley and West Torrens Councils formally approve the Stormwater Management Plan.&lt;/p&gt;

      <description>&lt;p&gt;In October, we held an online forum for people to let us know the types of community activities we could put in place to make the City a better place to live.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;We have also held workshops with community stakeholders, not for profit groups and agencies that provide services to people living, working or visiting the City.&lt;br /&gt;&lt;br /&gt;Together you have helped us identify four outcome areas that we think we should be included in the new Community Strategy to help make the City a better place to live, work and visit.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;These are:&lt;/p&gt;
&lt;ul&gt;
&lt;li&gt;a socially inclusive city, &lt;/li&gt;
&lt;li&gt;a well connected and engaged city, &lt;/li&gt;
&lt;li&gt;a city with strong neighbourhoods, &lt;/li&gt;
&lt;li&gt;a city with excellent integrated social infrastructure.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;Council is now undertaking a second stage of consultation to explore these outcome areas and discuss new and potential projects.&lt;/p&gt;

The catchment is made up of the Brownhill, Keswick, Glen Osmond and Parklands Creeks that flow through the Cities of Adelaide, Burnside, Mitcham, Unley and West Torrens.&lt;/p&gt;

      <description>&lt;p&gt;In October 2010 a review took place of Outdoor Markets in the city.&lt;/p&gt;
&lt;p&gt;Council approved the future strategy for Outdoor Markets in March 2011. The approval means that Council will move to a facilitation role, rather than one involving direct management and operation of markets.&lt;/p&gt;
&lt;p&gt;An Outdoor Market Policy and set of Operating Guidelines have been developed to ensure that a suitable framework exists to support and facilitate future Outdoor Markets in the city.&lt;/p&gt;
&lt;p&gt;Council now seek public comment on the Policy, Operating Guidelines and list of preferred market locations to ensure relevant considerations have been addressed in developing the framework, to ensure future market operators are equipped to operate a sustainable market in the city.&lt;/p&gt;

      <description>&lt;p&gt;Rooftop cinemas, LED screens, new public art, laneway shops and dining and balcony bars - these are just some of the suggestions revealed in the new Rundle Mall Masterplan.&lt;/p&gt;
&lt;p&gt;Launched today for a month long period of public review, Adelaide City Council and the Rundle Mall Management Authority (RMMA) are keen to hear what the public has to say about the new long term vision for the retail heart of the city.&lt;/p&gt;
&lt;p&gt;&quot;Rundle Mall is the primary shopping precinct and meeting place in SA &amp;ndash; and we want to ensure it stays that way,&quot; said Lord Mayor Stephen Yarwood.&lt;/p&gt;
&lt;p&gt;&quot;Revitalising the Mall is a major focus of the new Council and we are very pleased to present the Masterplan to the public for their feedback &amp;ndash; an important and exciting step in enhancing the precinct.&quot;&lt;/p&gt;
&lt;p&gt;The Masterplan involves a design component and a series of recommendations and proposals regarding structural upgrades, retail mix, policies, management and governance.&lt;/p&gt;
&lt;p&gt;It suggests a variety of ideas and options to improve the Mall, including attracting unique retailers, entertainment and multi-level trading, convenient and affordable transport options and upgrades to the public domain.&lt;/p&gt;
&lt;p&gt;The plan aims to combine both public and private investment, develop relationships with new and existing stakeholders and create a framework for future growth.&lt;/p&gt;
&lt;p&gt;&quot;The imperative for further progress to be made within the Rundle Mall precinct has never been greater,&quot; Chairman, Rundle Mall Management Authority, Theo Maras said.&lt;/p&gt;
&lt;p&gt;&quot;The ideas proposed in the Masterplan will deliver a renewed sense of confidence.&quot;&lt;/p&gt;
&lt;p&gt;Following today's media launch, copies of the draft Masterplan and Executive Summary Overview document will be available at www.rundlemallmasterplan.com.  The plan will be open to the public for review until the 1st of November and the community will be able to provide feedback via an online forum and survey.&lt;/p&gt;
&lt;p&gt;An interactive touch-screen will be located at the Gawler Place canopy throughout October giving shoppers and visitors the chance to browse the Masterplan, along with an information day in mid-October where people will have a chance to meet the Design Team and ask questions. Copies of the Executive Summary and survey forms will also be available in Council's Customer Service Centre, libraries and community centres.&lt;/p&gt;
&lt;p&gt;&quot;Rundle Mall is the true heart of South Australian life so I urge everyone to take a few minutes, head to the website or visit the Mall and have your say,&quot; Stephen said.&lt;/p&gt;
&lt;p&gt;Comments from the public will be presented to Council and the Rundle Mall Management Authority for endorsement later this year. A team of designers will then develop the approved Masterplan concepts into detailed working drawings with the goal being to start construction in 2012, subject to funding.&lt;/p&gt;

&lt;p&gt;The set up will begin on Monday 20 February and the pull down to be completed by Wednesday 21 March 2011.&lt;/p&gt;
&lt;p&gt;Shimmering West organisers aim for audiences to consider the venue a &quot;West End Hub&quot;. The program will be performance based, with a specific focus on school &amp;amp; family friendly performances, theatre, visual&lt;br /&gt;art, installations and live music. It is intended that access will not be ticketed, although there may be some ticketed daytime performances for children and school groups.&lt;/p&gt;
&lt;p&gt;This venue provides performance space for local and visiting artists during the Adelaide Fringe, as well as providing the West End with an outdoor performance space that incorporates elements of 'light, colour&lt;br /&gt;&amp;amp; movement' to draw attention to the precinct as an active and participatory locality during the Adelaide Fringe period.&lt;/p&gt;
&lt;p&gt;Infrastructure will include a marquee covered stage, PA &amp;amp; lighting, temporary fencing, toilets, bar &amp;amp; food stalls.&lt;/p&gt;</description>

Opening hours are proposed from 8.00am to 7.30pm daily with the venue licensed during this time.&lt;br /&gt;&lt;br /&gt;SACA is proposing to set up Creswell Gardens as a family focussed sponsor activation area, with catering outlets, tables, chairs, umbrellas and a TV screen.&amp;nbsp; The area will incorporate children&amp;rsquo;s activities such as MiloIn2Cricket, jumpy castle and face painting.&amp;nbsp; Creswell Gardens will be included in SACA&amp;rsquo;s liquor licence for the event, but sales outlets will be limited in this area.&amp;nbsp; Set up commences one day prior to the Test on 23 January 2012 and pull down is completed by 1 February 2012.&lt;br /&gt;&lt;br /&gt;Oval Number 2 will be used as part of the Members&amp;rsquo; Area and car parking.&amp;nbsp; It will include marquees, tables, chairs and catering infrastructure. Oval Number 2 will be included in SACA&amp;rsquo;s liquor licence for the event. Set up commences on 9 January 2012 and pull down is completed by 10 February 2012.&lt;br /&gt;&lt;br /&gt;The Southern Car Park will be used for car parking and outside broadcast facilities between 20 January 2012 and 2 February 2012.&lt;br /&gt;&lt;br /&gt;Part of North Park will be used as an emergency services compound.&amp;nbsp;&lt;/p&gt;</description>

      <description>&lt;p&gt;The State Government has committed significant funds to the redevelopment of the Adelaide Convention Centre. The project is likely to take 5 years to complete and a location (works compound) to contain all the equipment required to manage the project is essential.&lt;/p&gt;
&lt;p&gt;The State Government has submitted an application to Council to use a nearby part of the Park Lands as a works compound. Council is proposing to grant a Licence over the proposed site area to the State Government for this purpose.&lt;/p&gt;
&lt;p&gt;The area requested was used as a rail yard for many years and more recently as a temporary bus exchange area. It is anticipated that the &lt;a href=&quot;http://yoursay.adelaidecitycouncil.com/document/show/49&quot;&gt;location of this compound&lt;/a&gt; will have a minimal affect on public use of the Park Lands, being in an area that is not frequented by the public.&lt;/p&gt;

&lt;p&gt;The Adelaide City Council has received an application from Adelaide Fringe for the use of Rymill Park / Mullawirraburka to enable the Fringe Club to take place between 24 February and 18 March 2012. The event set up is scheduled to start on 20 February 2012, with pull down to be completed by 23 March 2012. It is anticipated that the venue will attract approximately 500 people daily. Opening hours are proposed from 12noon to 3:00am daily (closed 27 February, 5 March and 12 March).&lt;br /&gt;The Fringe Club is a gathering and meeting place for all Adelaide Fringe registered artists, sponsors and associated partners and provides a secure venue for socialising and refreshments.&lt;/p&gt;
&lt;p&gt;It will operate every evening for the duration of the festival, except on Mondays when the venue is closed. The Fringe Club will only operate during the day for special functions and forums. The club is only accessible to pass holders and not open to the general public.&lt;/p&gt;
&lt;p&gt;In 2012 Adelaide Fringe shifted the location of this popular club further into the centre of Rymill Park / Mullawirraburka. This is to reduce the noise impact on residents in this area of Adelaide's East End. Programming of entertainment in the club is mindful of residents and neighbouring businesses. After 1:00am they ensure noise levels are maintained at or below Adelaide City Council's Noise Mitigation Standard Operating Procedures. Adelaide Fringe will provide Council with a detailed Acoustic Management Plan for the Fringe Club tenure in the Park Lands.&lt;/p&gt;
&lt;p&gt;The Fringe Club will consist of a bar, stage and decked area under a circus tent structure. The stage will be hosted by an MC and programmed nightly with live music, performance and DJ's.&lt;/p&gt;
&lt;p&gt;The FUSE Festival (a Fringe managed event) will hold its Explode event as part of the opening night celebrations (24 February 2012) in club. It will be the only ticketed event to be held in the Fringe Club. Tickets to this event will be available to the general public.&lt;br /&gt;Infrastructure will involve temporary fencing, event toilets, marquees, stages, lighting and sound equipment, generators, bar infrastructure, shipping containers, plant &amp;amp; equipment, light towers and decking.&lt;/p&gt;</description>

It is anticipated that the performance space will attract approximately 3,000 people daily. Opening hours are proposed from 6:00pm to 11:00pm Friday 24 February, 11:00am to 11:00pm Saturday 25 February, and 11:00am to 10:00pm Sunday 26 February.&lt;/p&gt;
&lt;p&gt;The Spirit Festival is an Aboriginal and Torres Strait Islander arts and cultural festival featuring traditional ceremonies and contemporary dance, live music, workshops, forums, and a visual art fair. The event is alcohol free and is promoted as a family friendly event.&lt;/p&gt;
&lt;p&gt;This festival is a low impact event, following Adelaide City Council's Noise Mitigation Standard Operating Procedures (SOPs). The staging positioning and orientation are designed to have the least impact on residents, with the organiser ensuring residents and businesses are aware of the event well in advance, as per the Noise Mitigation SOPs. The event hours are consistent with a family event.&lt;/p&gt;
&lt;p&gt;Infrastructure includes temporary fencing, staging &amp;amp; marquees.&lt;/p&gt;</description>
